Akwa Ibom Blind Association Demands Governor’s Assent to Landmark Disability Bill

The Journal Nigeria May 9, 2025

Mathew Amaechi

The National Association of the Blind (NAB), Akwa Ibom State Council, has issued a fervent appeal to Governor Umo Eno to sign into law a disability rights bill passed by the state House of Assembly, calling it a critical step to end systemic discrimination and empower over 500,000 residents with disabilities.

The plea came during the first anniversary of the association’s executive committee in Uyo on Thursday, where NAB Chairman Stephen Solomon underscored the bill’s potential to dismantle barriers faced by blind citizens and others with disabilities. “This legislation is our shield against discrimination, segregation, and concealment,” Solomon declared. “Without it, we lack the legal backbone to demand our rightful place in society.”

The Akwa Ibom State Disability Bill, already passed by the legislature, seeks to enforce accessibility standards, mandate inclusive policies in public services, and criminalize discrimination. Solomon emphasized that the law would enable advocacy for employment opportunities, educational access, and social programs tailored to persons with disabilities. “Too many of our members are denied schooling, jobs, and even dignity,” he lamented, noting that widespread exclusion has forced countless blind individuals into poverty. “We urge the government to integrate us into empowerment initiatives. We want to work, to contribute, and to provide for our families—not beg for alms.”

Augustine Udo, Chairman of the Nigerian Bar Association (NBA), Uyo Branch, pledged solidarity with the association, applauding its “relentless fight for visibility and justice.” He hailed the group’s unity and advocacy over the past year, calling it “a beacon of hope for marginalized communities.” “Your resolve has already transformed perceptions,” Udo said. “I trust this bill, once enacted, will be a equitable framework—not just for the blind, but all persons living with disabilities.”

While 25 Nigerian states have enacted disability laws since 2018’s national Disability Act, Akwa Ibom remains among the holdouts. Advocates argue the bill’s passage would align the state with global inclusivity standards and unlock federal partnerships. Governor Eno’s administration has yet to comment on the timeline for assent, but pressure is mounting.

Civil society groups warn that delayed action perpetuates cycles of poverty and stigma. As Solomon put it: “This law isn’t a favor—it’s our right. And Akwa Ibom’s future hinges on leaving no one behind.” The NAB plans to mobilize a statewide awareness campaign, partnering with religious leaders and schools, to rally public support. For now, all eyes remain on the governor’s desk—where hope and history hang in the balance.
