Local Councils Receive N4.3tn FAAC Disbursements

Nigeria’s 774 local governments collected a net N4.3 trillion from the Federation Account between January and August 2026. Data compiled by research firm Nairalytics on Friday shows annualised council allocations set to reach N6.5 trillion by year-end, marking a 22.7 per cent surge over the N5.3 trillion recorded in 2025. The sharp fiscal expansion reflects the lingering windfall of petrol subsidy removals, currency devaluation, and sustained elevated crude prices.

Nominal disbursements to grassroots administrations have now more than tripled relative to pre-reform baselines. The 774 local councils shared just N2.01 trillion in net allocations throughout 2022. Sub-national revenue pools expanded sharply to N3.76 trillion in 2023 when central authorities floated the naira and deregulated retail petrol markets. High global oil prices near 100 dollars per barrel continue to inflate the shared federal purse.

Statutory distributions and Value Added Tax receipts formed the core drivers of local government cash flows over the eight-month period. In August alone, council authorities shared N270.6 billion from VAT distributions alongside N284.5 billion in statutory allocations. Devalued exchange rates automatically boost the naira equivalents of foreign currency oil sales before inter-tier sharing takes place. Increased corporate taxes and federal revenue collection drives also expand the monthly distributable pool.

Surging revenue figures expose a stark disconnect between public funding levels and visible rural development. Grassroots citizens rarely see corresponding improvements in primary healthcare clinics, rural access roads, or community sanitation. State-local joint account arrangements historically allowed state governors to seize control of municipal financial flows. Supreme Court rulings enforcing direct payments aim to end sub-national financial capture across all thirty-six states.

Financial autonomy forces local council chairmen to assume full accountability for primary service delivery. Direct transfers eliminate executive excuses regarding withheld state allocations or deliberate administrative delays. Yet local government secretariats still lack basic financial auditing frameworks and public procurement transparency. Pumping trillions of naira into rural councils without strict anti-corruption checks merely decentralises fiscal waste.

Sub-national financial independence will remain an illusion unless civil society groups and local citizens actively track monthly council expenditures. State electoral commissions must conduct genuine local elections rather than installing party loyalists to manage municipal budgets. Piles of paper cash cannot fix broken rural infrastructure without disciplined institutional management. Local governments hold unprecedented capital, but public oversight determines whether communities prosper.
