Urban planning is a critical component of any city’s development; as Lagos State evolves into a megacity, the importance of an efficient and transparent planning process cannot be overstated. In November 2025, Lagos State made significant strides toward modernising urban planning through the Electronic Physical Planning Process System (EPPS). This digital innovation seeks to streamline physical planning applications, improve transparency in land governance, and reduce bureaucratic bottlenecks that have historically plagued the system. Drawing on my personal experience navigating the EPPS, this article critiques its functionality, effectiveness, and areas requiring improvement, thereby providing insights into its impact on urban planning in Lagos.

 

Lagos State’s rapid population growth and sprawling urban development presented immense challenges for traditional manual planning processes. Before the EPPS, physical planning applications required multiple visits to various offices, often marked by delays, lack of clarity, and opportunities for corruption. The state’s decision to implement EPPS was a commendable step towards embracing Information and Communication Technology (ICT) to modernise governance. The system promises faster processing times, increased transparency, real-time application tracking, and a centralised digital data storage format accessible to stakeholders.

 

My initial encounter with EPPS was shaped by a moderate level of optimism. Having witnessed the archaic, paper-heavy procedures with unpredictable outcomes, I expected EPPS to bring much-needed certainty and efficiency. The system’s online platform allows users to submit applications electronically, pay fees, receive notifications, and track progress in real time. This eliminates the need for physical queuing and personal visits that were once a norm. From this perspective, EPPS represents a progressive move towards e-governance that aligns with global best practices in urban planning.

 

One of the notable strengths of EPPS lies in its user interface design, which is relatively intuitive for a government portal. The system guides applicants through the necessary steps with clear instructions and provides access to relevant guidelines and regulations related to land use and development. This feature demystifies the complex regulatory environment for many users, including developers, architects, and ordinary citizens interested in land matters.

 

However, from my experience, the accessibility of EPPS can be limited by infrastructural challenges common in Lagos and Nigeria at large. Frequent power outages and intermittent internet connectivity sometimes hinder seamless access to the platform even in the EPPS headquarters. For applicants without reliable internet or digital skills, navigating EPPS can be overwhelming. While the state has public centres where assistance is available, these centres may be insufficiently equipped or too few to meet the demand, creating a digital divide that dilutes the system’s intended inclusiveness.

 

A central goal of the EPPS is to enhance transparency in land governance by making application status and decisions visible to applicants, thereby reducing arbitrary delays and discretionary interference. In my dealings with the system, I appreciated that updates on the progress of applications were communicated via email and the online dashboard but were belated. This transparency fosters trust between citizens and the government and discourages rent-seeking behaviours.

 

Moreover, the digital record-keeping inherent in EPPS reduces the risk of document loss or tampering, which were prevalent in the era of physical files. This digitisation also allows for easier auditing and accountability by oversight bodies. Nonetheless, it should be noted that transparency is as much about cultural and institutional change as it is about technology. Despite the system’s digital openness, occasional instances of opaque decision-making and delays persisted, suggesting that some bureaucratic inertia and informal practices continue to influence outcomes.

 

While EPPS ideally aims to reduce the average processing time of physical planning applications, my experience is that it presents a mixed reality. In the last three months, several applications submitted through the system are “still being processed”, just like the prior manual system. Furthermore, the electronic payment system embedded in EPPS eliminated the uncertainties associated with fee payments, reducing opportunities for under-the-table transactions.

 

On the other hand, there were frustrating delays traceable to technical glitches within the platform itself or procedural redundancies that the system had not fully addressed. Certain departments still required manual verification or on-site inspections, which slowed down approvals. The lack of seamless integration between EPPS and other government agencies involved in land administration also contributed to delays. Thus, while EPPS marks progress, full optimisation remains a work in progress.

 

EPPS presents numerous benefits for diverse stakeholders. Developers and businesses appreciate the predictability and reduced costs associated with faster approvals. For residents and community groups, the increased transparency offers better opportunities to participate in physical planning decisions that affect their neighbourhoods.

 

From the perspective of urban planning outcomes, the system has supported more systematic and comprehensive management of spatial data, enabling better coordination of land use and infrastructure development. The digitisation of records facilitates more informed decision-making and long-term planning that are crucial for a rapidly growing metropolis like Lagos.

 

Nevertheless, EPPS’s impact is moderated by broader issues such as informal settlements, land tenure ambiguities, and political interference in urban development. Technology alone cannot resolve these entrenched challenges, but EPPS provides a foundation that further reforms can build upon.

Based on my interaction with the EPPS, several areas warrant attention to maximise its potential:

  1. Infrastructure Enhancement: To bridge the digital divide, Lagos State should invest in expanding internet access and power supply stability, especially in underserved areas. Additionally, increasing the number and capability of public support centres will help less tech-savvy users.
  2. System Integration: Enhancing interoperability between EPPS and other governmental agencies (e.g., surveying, tax collection, environmental agencies) will streamline processes and reduce redundant steps.
  3. Capacity Building: Training staff across departments on digital workflows and customer service will minimise human errors and resistance to the new system.
  4. Continuous User Feedback: Establishing mechanisms for users to report issues and suggest improvements will ensure the system evolves responsively.
  5. Legal and Policy Reforms: Addressing legal bottlenecks and clarifying roles among agencies will complement the technological enhancements EPPS brings.

 

In conclusion, the Lagos State Electronic Physical Planning Process System (EPPS) signifies a transformative leap in urban planning and land governance, reflecting the state’s commitment to modernisation and transparency. My personal experience underscores that while the system has substantially improved application handling and visibility, challenges related to infrastructure, institutional culture, and process integration remain.

For EPPS to fully realise its promise, sustained investments in technology, capacity building, and policy reform are essential. As Lagos continues to grow, such innovations will be indispensable for managing the complexities of urban development in a fair, efficient, and transparent manner. The EPPS story thus far is one of hopeful progress—a foundation upon which Lagos can build smarter, more inclusive urban futures.
